五、报告摘要
Using a rich city-level panel on daily air pollution, combined with a fine-scale weather data set from 2009 to 2013, we study the spatial spillover effects of urban air pollution in China. Our spatial analysis results indicate that (i): there exist strong spatial spillover effects of air pollution in Chinese cities: a city’s average PM10 concentration is expected to increase by 0.11-0.16 units if the average PM10 concentrations in cities upwind of this city increase by one unit; (ii) illicit burning of crop residues during post-harvest seasons may have negatively affected urban air quality; (iii) high levels of precipitation and strong winds can effectively mitigate air pollution, while the temperature effects on air quality vary by time of day; and (iv) the percentage contributions of PM10 pollution from upwind cities to local PM10 levels vary by region and can be as large as 20%. Our findings suggest that pollution control policies must be coordinated between cities and provinces to effectively abate urban air pollution.
